Why a wholesaler now weighs its own boxes

For years the cost of dealing with packaging after a customer threw it away fell on local authorities and, through them, on everybody. The extended producer responsibility arrangements moved that cost onto the businesses that place packaging on the market, and the first disposal fees were invoiced in autumn 2025. The structure is worth knowing even for a business below the thresholds, because the thresholds are not where people assume. Two tests must both be met: a turnover of at least one million pounds, and responsibility for more than twenty-five tonnes of packaging in a calendar year. Clear both and you are a producer; stay under two million pounds or fifty tonnes and you are a small producer who reports data but pays nothing. Above both figures you register, report periodically and pay.

The obligation attaches to an activity rather than simply to selling, and the first activity on the list is brand ownership: supplying goods under your own name or mark makes you the brand owner of them. This is where a specific and widespread misunderstanding lives. When online marketplaces announced they would take on packaging obligations, a great many British sellers concluded the problem had been solved for them. It had not. The marketplace operator carries the obligation for sellers who are not established in the United Kingdom — that was the point of the provision. A UK-established seller using the same platform is still the obligated producer. The cost of discovering this late is not the fee itself but the reporting, which cannot be reconstructed after the fact.

The last piece is what turns all of it from administration into a commercial decision. From 2026 the fees are modulated by an assessment of recyclability, so the same goods shipped in a single recyclable material cost less to place on the market than the same goods in a laminate nobody can separate. Box size, void fill and material choice acquired a price. That is why the weight and material of every consignment leaving here is recorded as it is packed rather than estimated at a deadline, and why a trade customer who needs those figures for their own reporting can simply ask for ours.
